This is scary stuff. These violations of civil (unlawful detention, no legal representation) and human rights (torture) make us all less not more secure. It's not up to law enforcement agencies to decide the fate of suspects, that's the job of the judiciary. That seperation makes us all safer by projecting us with due process and a right to a fair trial.
In Germany over the holidays I visited a midieval criminal museum. It turns out torture was rarely employed as a punishment. It was mostly used to coerce confessions. Somewhere along the way people realized torture resulted in false accusations and confessions and the practice was abandoned in favor of the trial system. Sometimes history regresses.
